My Ride: 2009 535i
My car has been at the dealers to replace the bluetooth tcu. Now they say the software update keeps being rejected so they need to order a new part.
My question is what kind of a part is needed to properly download and update the software?

New TCU? It could easily be that the flash memory in the TCU you have is faulty/or has failed and they need to order a new TCU for the software to update properly. It is a rare occurrence but memory can go bad.
