cannot connect laptop to car

i bought the program online and set up everything to the laptop. 55 page install and spent all last night. i checked the diagnostic head and it says connected. plugged it into the obd port and the cable lite up green but the program still says cannot connect to vehicle / no voltage at terminal 15. battery charger is connected and ignition is turned on. i don't plan to do any coding yet until i get the hang of it but i am trying to use DIS to check codes and reset adapts, etc. any thoughts guys. running on 64bit windows 7 which it came with install instuctions for. programs run fine and start up fine on my computer just wont connect with the car...here is what i bought

Which car are you trying to connect it to? Your -06 525xi or -09 335xi?
I'm asking because this reads on the ebay site:
Important: This will work for BMW cars from 1991 to 2006/2007. This will not work on cars built from 03/2007 and newer cars (from when BMW started using D-can for OBD communication)

My Ride: 05 BMW 530I
make sure your COM port is set correctly and some where I read that their are issues with the programs running on a 64bit platform. You should run it on x86. I have no problem and I run all programs on x86. I do not use the usb connection. I tend to find that certain programs do not run well with usb connections, RS 232/db9 is my preferred connection. You have to troubleshoot it through the port security and device manager and maybe regedit on the software side.
