can active steering be disabled?

You should be able to disable it by pressing your DSC button and holding it until it deactivates, apparently that turns off DSC/DSP and active steering.

With the DSC system active, the active car can steer itself in a critical situation.
You can't turn the active steering off, just the DSC system.
From bmw.com:
If the vehicle is threatened with instability, such as by oversteering or braking on a changeable surface, DSC identifies the problem and can use Active Steering to help overcome it. For example, in order to reduce unsafe yaw, Active Steering can increase the angle of steering wheels faster than even the most expert driver.

The AS is definitely disabled on my 2006 if you turn off DSC and DTC (hold the button as said above). It feels completely different and requires more lock to turn.
Unfortunately doing this also disables the cool "keep you from oversteering" feature, which is helpful on the way to work.
