Here in Finland there is a very clear distinction between less than 20 km/h and more than 20 km/h excess speed. If it is below 20 you get a fixed fine of 100? (USD 125). If it is more than 20 they calculate it based on your last year's taxable income. All police patrol cars have online access to the taxation records, so they can calculate it on the spot.
Last year I was doing 62 km/h at 40 km/h limit zone and got fined 900 euros (USD 1100).

The studies were done comparing before and after installation of the cameras. We don't have many of them here, and when they install them people stand on the brakes when the light turns yellow.
