Were the 'chips' there when the car was brand new, or have they appeared since?. If the latter, it wouldn't surprise me if they were caused by stones of some other mysterious occurance. It dosn't take much to chip. The paint on all cars, including BMW, is nowhere as tough as it used to be, water based I think.
Darned annoying, every time I wash mine I find a new chip or mark on paint, I never see anyone doing it though!!.

Guys, in the interim period, you should try this stuff that I used very succesfully on chips.
http://drcolorchip.com/
It worked very well on scratches that showed white. It does not work at all on really small scratches that do not get down to the base coat.
You rub the stuff on and rub it off. It is always a perfect finish.
I know that this recommendation is no consolation for the problem itself, but I was very pleased when I was able to remove a large scratch that horrified me after first taking delivery.
Best,
