boost pressure controller

hope somebody can help, i have had my car hooked up to a diagnostic machine and a message "boost pressure control" appears, when driving the car it seems to go in and out of safe mode the car sometimes over boost and other times it is very very sluggish.
Has anybody experienced this problem and what was the outcome, how do you go about repairing it, i had the turbo replaced about a year and a half ago. although when driving the car you can hear the turbo whistling, on a couple of occasions the car sounded like it had a dump valve attached to it i believe this is the waste gate whoshing.
there is no smoke coming from the exhaust
