In NY it used to be section 1120A of the NYS Vehicle and Traffic Law - failure to keep right. They also had a violation for hindering traffic. This a few years back when I wore the grey uniform as a state LEO (retired in 1987).

Georgia actively enforces it. GSP pulls cars over all the time for constantly riding in the left lane. Out of staters can't say they didn't know about the law because the signage is quite clear: "Slower Traffic Keep Right Except to Pass" If cars are overtaking you on the right, then GSP will ticket you for failure to yield, even if the car passing you is speeding.

Many people think just because they are going the speed limit, they are allowed to hog the left lane. There will always be someone faster.
I know that using your flash to pass lights is sorta rude, but I really don't care when people drive like idiots, and hey, it works.

The midwest is the worst for this. When i drive from Lincoln to Kansas City or Des Moines i pass more people in the right lane then i do in the left. It seriously pissing me off so much that people driving slow dont get over.

On they way home from the Miami BMW meet, I just set my cruise control to 95mph and flashed everyone in the left lane, I only had to hit the brakes/cancel the cruise control twice.
