First BMW, needs help,
Is this normal when you start the car the AC automatic turn ON? can you turn the automatic AC OFF? I checked the owner manual can't anything about the automatic AC ON/OFF.

It's actually the fan that comes back on but if you had the AC on when you shut it off, it will come back on when you start the car and there's no way to shut it off.

You have to turn it off before shutting off the engine.

I select Auto first then A/C next to turn the A/C off. Car stays in auto mode with the A/C off as long as I use the same car key. Ditto on my E90.

on pre-LCI cars (with the round "off" button in the middle), it is meant to do that and yes, it is annoying to many people.

the only way to stop this function is with reprogramming - when you reprogram the car, you can adjust a certain amount of options and this is one of them. I did this on my car and know of a few other people that have done it.
