Attaching front plate bracket on M-tech bumper?

I hate the thought of drilling into this new bumper, but NYS requires a front plate.
It appears to clip into two spots under the M-tech upper opening, and then drill into two spots below the grille.
Just line it up and drill away? Would foam tape hold it? I hate to drill into the bumper.

what if you get caught w/o one? they require one in CA too but it's just a fix it ticket.

Can't say how PISSED I am that I didn't know this originally when I purchased my car. The dealership was hesitant to drill holes, but I need the front plate in NY. So, they drilled and I had this done prior to being a member of this board.
I will never do anything again with out checking with you guys. Thanks!
