Autostick and goo-gobs of neat features that I will sorely miss

This was all on a track by the way, those new ones with roundabouts.

Don't you just love those tracks?? And their so convenient and economical! That is, until the "track officials" show up.
The civic most certainly hit the vtec, many times.

My friend has one (si) and these things do not pull much beyond 90MPH. They go good in 0-60 runs and there 1/4 are respectable but if your cruising at say 75 MPH and hammer on them they don't have much unless there modded out.

The Japanese Type R's can be of a different spec than they are here in the states. I don't know the spec they have in Europe, but considering Mitsubishi and other Japanese co's give Europe hotter cars than we get here, it's possible the one you saw was stock-ish. If it's dumping fuel into the exhaust, he could simply have tuned the ECU, or be running a piggy back. I'm quite certain that if that car had a turbo or Nitrous, he would have left you in the weeds. It's a really light car, and with those kinds of mods, he'd be pumping out north of 300hp. Heck, my EVO track car has roughly 330hp, does 0-60 in almost 4 seconds flat, and the 1/4 in the mid to high 12's. It's also a 3100lbs car. That civic is much lighter.
