That's how I found out what it was too.
I saw it when I was first looking at the car at the dealer and didn't know what it was, forgot to ask and didn't remember again until I brought the car home and filled the washer fluid.
It does look "unfinished", you would think BMW would do a better job of diverting the vent somewhere. As it is, any overflow of washer fluid runs down theinner wheel well and looks very much like corrosion when it dries. I noticed that, before I realized it was dried up fluid.
