I also hear the dash noises...I know in my other car and truck the noise I hear is the cd continuing to spin after the ignition is shut off...I wonder if it is the same?? The other noise I hear from the exterior is not like a dog whistle but a ratcheting grind - it's rather loud!? I noticed it started happening only when I had the computer upgraded.
