Here in Belgium, when you buy a car, it doesn't come with fuel ;-)
Hence, one has to drive to the nearest pump to fill up. In my case, I added 68 liters.
But I understand that someone has filled up even more...

You're absolutely right on this one. In addition to not getting the cooling from the fuel, the fuel pump will be ingesting some air as well, and this isn't good for its mechanics either.

Air in the tires?
How did that custom come about?

I don't know how it came about. I'm Dutch and I've been living here for only a year and a half now. In the Netherlands one would get at least half a tankful upon delivery.
Of course it's no problem, but it's a bit odd when you get into your new car: the first thing you see on the dash is a warning sign.

How do you drive to the nearest gas station ?

There are examples of people that did not make it to the nearest gas station (although of course a normal dealer will make sure that that doesn't happen). In my case, I only had to drive 200 meters and put in exactly 68 liters:

I can't say exactly what's left in the tank after the zero reading but clearly there's something. Keep in mind that the countdown reading might jump from a single digit number like 5 or 6 straight to zero without showing 4, 3, 2, or 1 since it's calculated based on MPG which can fluctuate.
One thing to keep in mind -- running the car with little to no fuel in the tank can cause the fuel pump to run hot since I think the pump is submerged in the tank and is cooled naturally by the fuel that surrounds it. If you often run on empty, you might be shortening the life of the fuel pump...
