Adjusting camshaft timing

Hey guys. Had some questions about adjusting the camshaft timing.
As for the TDC "L" shape pin, is it normal for it to slide in completely if its not TDC? I got it to slide in flush in 3 different spots while it was not TDC. I have the spark plug off on cylinder 1 with a test stick in to check TDC.
Is there a certain position for the Cam gears? Theres the a line in front of each cam gear but I'm not sure if its a mark for the springload or positioning
I have the special tool mounted and holding the camshafts straight. Also got the special tool for the sensor gears to line them up. Just concern about the cam gears.
Any help is appreciated. If any users would like for me to post pictures of the process, I'll be glad to.
