Adaptive Headlights

My Ride: 2006 BMW 550i Monaco Blue
I went into get my routine brake flush accomplished and spoke to the service adviser on the correct operation of the adaptive headlights. I explained that as I was pulling into my garage, I noticed on the front wall that my left headlights was not responding to a left steering command. He explained that if the car is moving at speed of less then 15 MPH the left headlight will remain straight in an effort not to blind on coming traffic when waiting to make a left turn. That made sense to me, but just wanted to check with you guys to make sure he didn't stroke me to keep from having to change the left headlight.

And to add some clarification, I don't think it's just the left headlight that stays straight, it's both of them. In other words, neither headlight will move toward the oncoming traffic when stationary or at low speeds...
