My Ride: 2002 545i sport pckg,sirius,active steering,grey on black
[SIZE=7]My 540i seemed to have tighter more precise
tracking and steering compare to my 545i. Even when the
active steering is turned off, it still seems to be lurking in
the background. Also,the new steering seems slightly
overboosted. Anyone else notice this

Active steering can be temporarily disabled and the car
should exhibit standard BMW steering characteristics...
but I think they numbed it up a bit...

I do not believe that active steering can be turned off. Most likely you are mixing thing's up with the disable DSC button.
DSC will use Active Steering to correct the wheel position when the car gets to its handling limit. When you disable DSC this corrective action will also be disabled but Active Steering remains active!
