I think that's carbon. I remember a asked a hostess at the Belgian Motor Show. She said the 5 was the first 5 series with diffusor painted in same color as the car. So I think its a two-piece bumper.
It must be quite expensive. You can also get two little lips left and right for the front bumpers like the ac schnitzer one, but a lot more discrete. They cost about 600 Euro for 2 I thought.
