550i has a double air filter?

My Ride: 2006 BMW 550i Monaco Blue
OK guys I'm new to this technical stuff, the kids were in bed and the wife is on the phone (easy 2 hours) so I sneak out to the garage
and started poking around under the hood and ended up taking the air filter cover off...............Holy overkill Batman there's two filters in here.............is this really necessary?

One is charcoal filter (the dark one) and one is air filter. A lot of people including myself have ditched the charcoal
