528i O2 sensor no voltage reading

My Ride: 2008 528i
528i O2 sensor no voltage reading
Check engine light is on. OBD2 scan with code P165F. Live scan showed zero voltage for B1S1 and B2S1. B1S2 and B2S2 is 0.7v. Car runs great. Coolant temp is at 84C. Once is up to 97C, it will cool down to 84C. Any suggestions?

My Ride: 2009 528i xdrive
Make sure engine is warm. O2 sensors need to heat up to go closed loop. If you are still reading zero volts, I believe that is an error condition. This may help What the Home Mechanic Needs to Know about O2 Sensors

Thanks for the link. The problem is that downstream sensors are reading fine.
My car was idling for about 10 minutes and engine cooling fan was kicking in when I took the measure.
Only the upstream O2 sensors are not showing any readings.
