My guess is that they didn't want to mess with any of it. For a quality job i would guess you're looking at the 200 or less range.

a paint supply shop can match the paint (easiest to bring in the tow cap or the caps under the headlights) and put it in a spray can. get some good primer, and clear cans, you can do this for under 50 bucks for the paint, masking tape, sand paper needed.
but 200 is pretty good price, materials alone to do this with the good stuff would be about 75-100 (pint of base coat, clear, hardners, tape, sandpaper..etc)

I got mine painted for $100 and they taped over the glass before they painted them. I had to peel the masking tape from behind the glass when I got them back too.

What kind of paint did you decide to get? Like in the PM you can get it at any auto paint store also at NAPA, well most anyway. If you get basecoat type paint, meaning you will have to put a clear over it. the base paint dries a little faster and is less forgiving to mistakes. If their new parts then sand them with 600 before painting go slow and let it flash off before applying the next coat. You should be able to lightly touch the back of your hand to the surface without it being wet... After you get the color on and its set up, maybe 30 minutyes or so, apply the clear coat. Probaly go with three coats. This wil be different than the base as it will dry a lot slower !
