In the UK the 2.5L engine is offered as a 177HP or 218HP (model 523 or 525) Extra cost ?1600 for the 218HP, about 5% of the total car cost.

Can, and should I justify the additional 5% cost for the extra HP?

Drive both back-to-back without know if it's 523 and 525 and makes decision for yourself. Tell your salesman that you want to test drive both.

I would definitely go for the 525. It has got 41 hp more and that's enough for me...

I would drop the HUD and heated seats personally and go for the 525i

If you can afford it (and judging by all the options you are planning you can) get the 525i

In addition to the ?1600 increase in vehicle cost, I think you have to factor in the increased cost in insurance and gas. If that is acceptable to you, you should definitely get the 525i.

I'm going to skip advising you on the HP - but after I looked over your 'oredered' options - I would suggest adding the 'Comfort Seats' (at least that's what they are called in the USA.)

I odered my '06 530xiT (USA E61) with the Sport Pack, which includes the 'Sport Seats'.

My salesman suggested the comfort seats, but I demurred.

Now I regret that, for the regular E60's Sport Seat head-rest does not tilt forward (like that on my E34 M5) so I could rest my head on it.

I miss thar comfort. You may not - but you should consider the issue.

BTW I am 6' 4" -

The price seems quite minimal for a sizable increase in HP (perhaps a sec in 0-60 time). Go for it.

That would be a negative. As of March 2006, the seats that you are referring to are now known as the Multi-Contour Seats worldwide.
