My experience has been that updated Nav discs are released 1st May and 1st November.

Anyone got 2007-02 yet? Maybe the LCI owners have a pre-release?

You can go to the NAVTEQ site which has the 2007.2 disc available for the BMW for $199. If someone sells you a copy, and you use it, you're both breaking the law.
Not all territories are available from the NAVTEQ site (eg UK isn't).
