Have you checked/fixed the suspected timing chain jump/screwed guides? If not then of course you will have screwed up compression test results, because you will have valves open when they should be closed. For that matter if the timing jumped you could have totally banged up valves in there that aren't moving at all. Compression tests are useful but I think it's the cart before the horse with this engine at this stage.

I still think you should get a known good running engine and take it from there.
