2004 545iA - No angel Rings illumination during Day

Hi,
My car is a Canadian 545Ia 2004. I notice that the new e60 (2007 or 2008) has much brighter angel rings than my car. But the most important thing is, when it's day time, their rings are all illuminated while on my car, it's the center round "dimmed high beam" light that are illuminated.
What do I need to do in order to get the rings on instead of the regular "dimmed high beam" ? Also, how can I make them much much much brighter.
