16.5 MPG on a 2005 545?

My Ride: 2005 545i (build date 04/05) silver grey metallic/black leather/anthracite maple/6 speed Steptronic/sport package/cold weather package/premium sound package/active cruise control/navigation system/HUD/Sirius satellite radio/comfort seats/rear electric sunshade/rear airbags/rear seat heat/fold down rear seats
Will it get better? I have a 2005 545 with sport package at 3000 miles and steptronic in regular mode. I drive combined city/freeway in the SF Bay Area (about 85% time on the freeway). When does mileage max out after break in period? The best I do is 17.2 MPG. Maybe it's the Bay Bridge.

Generally 18.9 - 18.7 with my 545 SMG.
I don't drive to conserve fuel.
However over the past 2 weeks I've been paying a little attention to it and am averaging 19.7 now that I don't have my foot in it all the time.

City driving with some bumper to bumper expressways everyday: 16 to 17 mpg. Highway interstate driving: 24 to 25 mpg.
