Seems when ambient temps are below 75 or below degrees out, the a/c whirs pretty significantly louder more than normal. Could this be due to lack of improper freon?

Probably not due to refrigerant level. Mine is whining as well and it indicates to me that it is time to have the compressor rebuilt/replaced. I am just waiting until I have the time to replace valve stem seals, coolant transfer pipe, heater water valve, and clean the secondary air ports.

I agree it could also be your Compressor going out. If it is coming from the cabin it is possible it could be a blower motor also, but since you mentioned while AC is on the compressor makes more sense.

Blower motor is fine. You can turn the compressor off and it goes away. When it's above 75 ambient degrees out it's fine.
