+1 my license plate lights do that as well. Your car is sending out a small pulse of current to make sure all the bulbs are working, its looking for resistance. The problem with LED is they require very little juice to turn on, the pulse makes them flicker/strobe.

I do not think it's actually a kit that can prevent the St-dressing, which has to do with the product itself. There are other variations of the AE brands that do not have cable. Angeli bright and ice on my car are the two brands that come to mind right now .. but other

If you leave the lights off and watch closely, each of them will pulse alternately every 30 seconds, this is the warm check.
This is the test the car performs and if one fails then the failed lamp indicator on the dash illuminates.
Your LEDs are fine, no need to change them and definitely no need for a suppression kit.
The only kit you could ever need would be if you get error messages from using cheap lamps which are not canbus compatible.
