Windscreen washers not working/ Wheel arch-trim removal

My windscreen washers have gradually stopped working. It's not the jets on the bonnet, as I've disconnected the hoses and still no water. Looking around the net, I suspect it's a blocked filter as per:

Any ideas how I take the wheel-arch liner off?
