Default Coolant expansion tank DIY?

Is replacing the tank an easy DIY? my local bmw pros want $450 to replace it w/ a bleed. I found out the coolant stick was broken inside the tank.

It isn't hard. The basic steps:

Remove the plastic cover from underneath the car. Drain the radiator using the drain on the radiator. Replace the coolant overflow tank. Refill with a 50/50 mixture of coolant/water. Purge the air from the system. Replace the plastic cover.

See here for more details:

You should probably replace the hoses to and from the tank while you're at it.
