After I washed my car and was drying it, I noticed some slick, oily looking smudges around my fenders which is pretty hard to get off. I use tire shine the gel kind. Do you think that's causing it?

Depends how you appy the tire gel.

I usually use a sponge to apply and then wipe over several times with a dry towel to ensure good spread and no liquid residue is left.
This stops the gel from spraying onto the body when you drive,

that is most probably the cause. before i would use a spray-on "tire-wet foam" and after driving around for a while, i would find those black smudges around my fenders. after i switched to the spray by black magic, havent had the problem.
