I TOOK OFF THE BIRD SH$T... but theres like a clear looking film on the paint... feels like its part of the paint now ... can i take yhis out???????????

The acid in bird poo burns through clear coat. That's what happened. You won't get it out, but you should treat the area with a nice detail. Sorry man. Sucks.

try to hand compound or polish it out you might be able to remove or at least fade it out.

Depends how bad the damaged to your clear coat, if it is a less serious damage, you can use clay bar to remove the residues and use final polish back to shine.
However, if it is more serious damage, try some abrassive compounds such as Meguiars M105, Menz power gloss S34 to polish out the damaged area and use finer polish to bring back the shine.
