I would try isopropyl alcohol first. It won't hurt anything. You may have to rub it a bit. Then clean with soap and water and apply Armorall or whatever you normally use.

Wouldn't the isopropyl completely dry out the rubber?

If you just left it on there. So would gasoline or mineral spirits. That's why I suggested soap and water and Armorall or some other kind of rubber dressing.
