Brake Dust Blobs!

I have hard chunks of brake dust on the inner portion of my front rims. How do you get this off, its like a rock on there. Happened after only 2 weeks while I was out of town and the wife was driving it. These brake pads are not acceptable, but thats a whole other topic.

I thought it was, I can't see what else it would be. Its not tar and where it is, on the flat surface of the inner rim I just assumed it was. I scrubbed, picked at it with my finger and it came off but left a hard thin compound tha I cannot get off using wheel cleaner and a brush.

itis very good removing crap off wheels.
other is to get better pad.
I just installed the EBC greenstuff and they are 1000 time better than the OEMs
