Black spots on wheels?

At first I thought my new to me 525I had tar on the front wheels (no problems in the rear), but after using bug/tar remover, it looks like the spots may be from excessively hot brake dust? Is this possible? Is there a fix other than redoing the wheels?

My Ride: 2011, X6 Hybrid . Alpine White , every option. 20" Conti' NON runflats,OEM trunk spoiler , LUX V3 AE's , HP Thunder Fogs , custom front bumper reflector delete........

Try claying them ........... it works on most stubborn wheel grime !
