No, wheel alignment, balancing and rotation is not included in any form of BMW Service [unless you're dating the dealers daughter]. This is one of my big issues with BMWs so called 100% included, no worry service because -- in truth -- they cut corners...
The problem with going to a non BMW dealer to have your wheels aligned is that there's a special hook up for the alignment laser for the BMW OEM wheels that the dealers use that fits onto the rim perfectly. These are not available at most local autoshops. The difference can be huge, esp. when it comes to Toe which is where most of your wear occurs unevenly.
It's one of those things that you need to do at your dealer, unfortunately. Make sure you rotate often and check your tyre pressure every 5K miles [TPM or FTM only helps if there's a rapid loss, such as a puncture..not for gradual loss with driving]. Lastly, make sure your dealer inflates tyres to spec before alignment as this has happened to me before and the difference can be significant..
