What's that aluminum piece under the car?

One day, walking towards the car I noticed something was hanging lower under the car than usual. Upon close inspection it appears to be an aluminum piece near the pipe leading to the exhaust. Looks like it was mangled driving through the snowstorm we had in early March. What do you call this part? And what exactly does it do?

I'm taking my car in this week for scheduled service on:
  • Microfilters
  • Vechicle check-up
In addition, I need them to look into the following
  • Steering wheel noise when turned all the way, at very low speeds
  • Sunroof rattling just after closing it
  • Squeeking part, just above the left-knee
  • Driver-side door rattle near the lock post
  • TISB on enabling MP3-playback on earlier models
  • CD-changer keeps on ticking/playing, possible cause of battery drain
