Is there anyway to find out if a vehicle had any kind of work done at the VPC, like software upgrades, paint repair,etc?

It's quite easy for the dealer to pull this up on their vehicle pipeline screen. There will be a blue D to the right of the VIN if the car was damaged along the way. Your dealer should be able to show you this screen easily.

There is also a port check document from the VPC that you may be able to get your hands on although the dealer may not know how to get that.

I see. He wants to know what may have gone on with his car on the way to his dealer.

Dealer can call and find out for you but if you were to try to find out yourself its a little hard...

I have a friend who works for a large car retail group in the UK and he say's you wouldn't believe how many new cars they paint before delivery

Its best not to know I think!

That is exactly why I want to find out what happened there, if anything.

I have some real paint issues and it appears to be specific to the driver's side of the car, from the hood back.

I will follow up with the dealer.
