Money Factor for ED

Ok, I have a deal for a 05 545i, money factor is stated as .00100. The dealer is now telling me that I need to add 3/10th's to that just for ED. so the new rate is .00130. Is he pulling my leg. that means the interest rate goes from 2.4 to 3 something. an extra $972. sounds to me like he is just trying to get some more money from me. thoughts?
