Importing a BMW into Canada

I just purchased a 2007 BMW 550I from the USA and have just learned that BMW Canada would like me to replace my Cluster (Kombi) and my A/C Heating control unit (IHKAN) in order for it to comply with Canadian standards...My car currently has the daytime running lights active and I have managed to source out the cluster and heat control unit from the UK...This means that the cluster reads in KM and the heating controls in Celcius...My only concern is that they are different part numbers and im not sure that they will work on my car or if BMW Canada will accept this...Has anyone been through this? Do I have to bite the bullet and pay them $4000.00 in order to get my recall clearance letter?

I just went through all this as I was planning to bring in a car from the US.
I contacted BMW Canada and they told me that they need to replace the cluster to activate the DRL's and to make sure that they cannot be deactivated by the driver. They did not tell me why the heater/AC module needed to be replaced but it did and they did say that this work had to be performed by a BMW dealer in Canada and yeah, it would cost almost $4000. The letter of recall would not be issued until these conditions were met.
I gave up after that and luckily found a car meeting my criteria here.
