I think that was pretty cool from your dealer, at least he accepts he screwed up and he is willing to offer a reasonable remedy.

I think that sounds pretty good too. Assuming you want to continue to work with your dealer over time and preserve some good will; it sounds like a reasonable solution. Personally I'd only make them replace the bumper if I knew the next time I went looking for a car I wouldn't be using them.
