After the town designation there is one or two letters and one, two, three or four digits. Those can be picked or will be randomly selected by the authority.
So, If you want just one letter it's OK. But in most cities it's almost impossible to get one letter only and one or two digits, since the short license plates are for motorcycles (since GAP-BG 1955 doesn't fit on the rear of the motorcycle).
There are a couple special license plates, such as short term, or summer only, winter only, military (Y-), dealer license plates (red: city - digits), (local) government (city- digits / example: police, except unmarked cars), federal government and foreign government/diplomats ( digits - digits / the digits in front of the dash are a country code) and US military (HK-, AF-, AD-).

Export cars, such as E60's picked up in Munich via ED get the temporary license plates. Z at the end means "Zoll" (customs), at the end there is a red field with a date, which is the dat ethe license plate expires and the car has to be outside Germany, cleared by customs. Those plates begin with an M, since they were/are registered through BMW in Munich.
