Not in all areas... The 3GS supports the new 7.2 Mb HSDPA network (where it is available) whereas the 3G uses the standard AT&T 3G network which maxes out at half the speed of the 7.2Mb network.
I remember this being brought up in the Apple WWDC 2009 Keynote.
In other words here Orange calls it 3G+ speed (7.2 Mbps).
