I have special super white fog light bulbs that I have purchased, is your item #4 fog light bulbs (if so then I do not need them as well) or enclosure that goes into the front bumper to install the fog light lamps?
1-Full M-technic front bumper (w/grill w/tow hook cover)
3-Full M-technic rear bumper (no diffuser)
4-Left and right M-technic slanted clear glass fog lights set (with harness cables etc)
5-Full installation hardware (sheets nuts clips nuts etc.)
6-Comes with Installation Instructions

The full M Technik kit (front, rear, sills) I received from Tony included the HB4/9006 light bulbs in the fog light housing as part of the front kit. If your super whites are of the HB4/9006 configuration, they should fit in the M Technik fog light housings, which plug into the stock wiring harnesses. As a note, I wouldn't try to run anything more than 55W through the stock wiring harness for the fog light.
The grilles at the front for the M Technik kit are re-used (same as stock). The front kit does not include grilles, and the fog light bulbs is a standard part of the front kit.
The front and rear bumper covers come with tow hook covers. The front bumper cover has spring-loaded headlight washer covers. With headlight washers, the covers pop up. Without headlight washers, the covers stay closed.
