Oxidized rims

Default Oxidized rims
Is there any hope for these rims? Looks like they have oxidized, what can I do to get rid of the "flowers"?

If its just oxidation, basically anything at the auto parts store can get rid of it. If not, then you'll need to lightly sand it.
