More info needed. The bolts don't fit through the holes in the wheel? Or the axle hub doesn't fit inside the wheel? Or the bolt circles are not matching?

Xi models need 43-32mm offset. Never heard of Pantera tires either.

The bolts don’t fit through the holes in the wheel. And pantera tires are basically a sentury tire creation

If the bolts don't go through the wheel holes they could be enlarged but I think you're looking at the 'tip of the iceburg' here.

Check:
1) wheel center hole matches the hub flange - if the hole is larger than the hub, you need centering rings to match it up or you'll never get a smooth ride. If the wheel hole is smaller than the hub flange, STOP.
2) this wheel has two patterns for bolts - does one of the patterns correctly match the car? If no, STOP.
3) do you know the offset of these wheels? If yes, is it between 43 and 32mm? If no, STOP.

These wheels look like the kind of 'universal tuner' wheels that go on Japanese imports. What did they come off?

Audiophool is spot on. In my experience, universal lug pattern wheels never fit properly. It's a compromise at best. I have them on my winter set and HATE them. Plus I had to use concentric rings to make the hub fit properly. But they came with TPMS and a brand new set of Blizzaks all for $500, so I couldn't pass them up for 4 months of the year.

In your case. I'd post those rims on Craigslist, move on, and chalk this one up as a lesson learned to do your homework first.
