I've seen these wheels alone go for $800 in moderate condition with no TPM's OR tires- let alone including the ~$300 TPM's and the ~$1250+ Potenza RE050a RFT tires with any life left for that matter. I think the seller is offering a great deal here as long as the tires have some meat left on them. Gotta look a little closer than just the model number of the wheel guys.

STOCK E60 RIMS FROM A 2007 550i w/ SPORTS PKG.
18" stock alloys w/ BMW emblem and tires. Tiers are worn but not badly. Probably have an average of 15-18 months of tread. Not sure of the thickness but more in the rears than fronts.
EXCELLENT CONDITION
VERY MINOR TINY CURB RASH ON ONE LITTLE PART OF THE PASSANGER REAR RIM.
LOOKS PRESTINE LIKE NEW CONDITION.
MUST BE WILLING TO PICK UP IN THE SOUTHERN CALIFORNIA ORANGE COUNTY OR LA AREA.
RETAIL THROUGH LOCAL BMW DEALER / SHELLY BMW IS AROUND $2700 W/O TIRES.
THESE COME W/ USED TIRES.
ASKING A REASONABLE $1200.

They are normally called rich people. Lol
Seriously though, all people are saying is, to sell them quickly, he needed a competetive price. He went from $900 to $1400 to $1200. $1400 is closer to a brand new set of better rims. $900 is a sell now price, considering the tires. $1200 is respectable.
Again, its dictated by the market. If nobody wants them for the price he is offering, he can either wait until the person who wants to pay that much comes around, or decrease the price.
And you can consider the tires all day, but they are used. Unless they are brand new, a rare/expensive brand, and/or under warranty, most people will not consider the tires until after they've focused on the package price. Getting OEM rims with good tires is not comparable to a good quality aftermarket rim without tires. If you are looking for a set of OEM rims, you probably just want something you can drive on immediately.
He has gotten interest, so I am sure these will sell. For how much? Who knows...
@OP: Have you tried craigslist? Sometimes its easier to sell there or on ebay where people are a little less knowledgeable or are just not looking to pay MSRP.

I am watching this thread closely because I have a mint set of 124's with zero curb rash and RTF Bridgestones with about 60-70% of tread left and TPMS. I want to see if you get this price cause I was planning to do $1250 shipped in the near future! GLWS...
