Euro NCAP re-test seem common

I've noticed that euro NCAP re-tests are common to BMWs, see link and check out all models. I'm wondering about the rules governing re-tests and how and when these mods make it to production. Does Euro NCAP monitor/assure production compliance? Even my beloved e46 had these mods as did the X5.
