License Plate Bracket! Help... M3, E46

Whats up everyone? My buddy just received the dreaded "fix it" ticket for his front plate not being installed on his E46, 2001 M3.
As his car is flawless, he does not want to drill holes in the front bumper. Are there any drilless mods / aftermarket brackets that he can use?
Any remedy for this beside the obvious - put a couple holes in the front bumper?

When...., because it will happen to me, I plan to zip tie it in place to get by the "fix" and then remove again.
