From what I understand, often times if you see a russian cop car that's semi nice (like a BMW, Mercedes, etc) it was most likely seized from a private citizen for some sort of crim and converted to a cop car.

Oh, we have police who roll in Suburbans and Tahoes. They're much bigger. They roll in force as well for certain things. My only point was that it didn't appear that -anyone had gotten out- of the Cayenne. That's all I meant.

When I was in Saint Petersburg, the G8-summit was just starting. And even then I only saw the police driving around in C-classes and Ford Focusses.
Bottomline, I think this must have been some kind of promotional vehicle.
