An advanced warning would not have given any indication that the PM system would be down. This was something that happened unexpectedly. The plan was to do the upgrade with little to no major issues and, for the most part, except for the PM problem and the lengthy database rebuild, it went fairly well...

Yep.
It was announced. But not with an entire new and sticky thread, since we didn't expected problems with the database.
As Rudy already said, they came totally unexpected!
